Emiratisation
Track your MoHRE Emiratisation target, record the official figures, and see what stops each Emirati employee from counting.
On this page
The Emiratisation screen is for companies in the UAE that the Ministry of Human Resources and Emiratisation (MoHRE) has given an Emiratisation target. It shows how close you are to this year's target and, for each Emirati employee, what still stops them from counting.
MoHRE's figures are the official ones. The ticks on this screen are a readiness check that shows what to fix before MoHRE counts someone. Emirati employees are the employees whose Nationality is the United Arab Emirates.
Admin and HR can see and manage Emiratisation. A custom role needs emiratisation.view to see the screen and the Emiratisation tab on a record, and emiratisation.manage to update the company status, record figures and fill in employee details. Add Emirati employee needs people.manage.
Set up your company
- Go to Staff and choose Emiratisation, then Update company status.
- In Do targets apply?, choose Needs checking, Not applicable or Applicable.
- When targets apply, choose the Target regime MoHRE assigned to the company. Add the MoHRE economic-activity code if you have it.
- Choose the Official source of this decision (MoHRE portal, MoHRE notice or Other official record) and the date it was Determined on. The Reference (optional) and the MoHRE notification date can be added too.
- Choose Submit.
Record MoHRE figures
Once the company is Applicable, choose Record MoHRE figures whenever MoHRE shows new numbers. Enter Required by MoHRE, Counted by MoHRE, the date of Figures as of, the Official deadline if there is one, and the Official source, then choose Submit.
The target card at the top then shows how many are counted of how many are required, how many more are needed (or Target met), the Next deadline and the Official status, such as On track, Action needed or Overdue. Recorded figures are never changed: when MoHRE's numbers change, record new figures.
Check each Emirati employee
The list of Emirati employees has one tick for each condition MoHRE checks:
| Column | What it checks |
|---|---|
| Skilled job | The job is confirmed at MoHRE skill levels 1 to 3. |
| Work permit | A valid work permit is on file. |
| Salary | The salary meets the minimum set for Emiratis in the private sector. |
| Pension | They are registered with the pension fund. |
| Paid by WPS | Their salary is paid through WPS. |
| On Nafis | They are registered on Nafis, or it does not apply to them. |
| Counts | Whether MoHRE counts them, or they are ready and waiting. |
Hover over a mark to see why. Choose Not counted yet to see only the people MoHRE does not count, and filter by Worker status, Skilled job or MoHRE count.
Pick someone and a card under the list explains each thing to fix, with a button to do it: Open their details, Add the work permit, Open salary setup or Change payment method.
Record an employee's details
- On the employee's record, open the Emiratisation tab. You can also choose Review on their row.
- Choose Add compliance details, or Review when details are already there.
- Fill in what you have checked: Skilled job with its Skill verification source and Verified on date; Pension, with the Pension authority and Pension registered on date, or Why pension does not apply; Nafis; Genuine employment checked; and the MoHRE count, with the date and Official source.
- Choose Submit.
The work permit, salary and payment method come from the rest of the record, so fix those where they live. See Documents and expiries and Salary setup.
Add an Emirati employee
Add Emirati employee opens the new employee form with the nationality already set. See Add employees. Open Nafis opens the Nafis website in a new tab.
When an employee MoHRE counts leaves, everyone who manages Emiratisation is told, so the official figures can be checked again.
